Downtown Arlington Heights Noise
Resident complaints of downtown night noise
with local restaurants, especially outdoor seating
arrangments have been reported. Events seem to be
handled in a case by case basis at this time.
Passing Metra and Union Pacific trains have now
become a pressing issue with the higher density
population in proximity to railroad crossings in
downtown Arlington Heights. Train horns at railroad
crossings near residential neighborhoods are an
issue nationwide, as well. Federal law requires
horn blasts as trains approach and pass through
railroad crossings. An FRA
study published April 1994 (pdf)
reports that train horns especially reduce
accidents during times of darkness and motorist
impatience. The study also reports that whistle
bans increase the incidence of train-motorist
accidents whether they are night bans or 24-hour
bans. A ruling is pending and involves possible
expensive barrier upgrades to crossings required to
permit a whistle ban in quiet zones.

Many residents and business owners are thrilled
with the reversal of the blight of the 1970's,
increased retail activity, increased dining and
entertainment, and the appearance of the new
downtown building developments. Government leaders
strive to create a thriving retail environment,
with its supporting tax base. Others complain about
the loss of the old town feeling and the power of
local government to close streets and make
decisions that favor wealthy developers and hurt or
cause closure of smaller businesses. Some point to
empty commercial space as a sign of failure. On the
positive side a steady flow of new businesses,
especially restaurants have opened recently.
Attempts to attract major retailers are underway.
Village leaders are also working to make the
downtown attractive as a whole by creating a
comprehensive marketing plan.

and entertainment center, the marketing firm

recommends formation of Greater Arlington Heights
Retailers & Entertainment Council, creating
small downtown atmosphere -- bringing back diagonal
parking with extended time limits and introducing
one-way streets, more signage to downtown and
within downtown, and informational kiosks.

Arlington Heights has watched as acquisition
plans by Chicago to take land from Elk Grove
Village and Bensenville have been underway. New
runways and deleted existing runways would possibly
diminish direct air traffic over Arlington Heights.
