Arlington Heights Trustees Explore Ways to Revive
Malls
DEC 19 2003 -- Final approval expected at
village board's Jan. 5 meeting to pay
Kane,
McKenna and
Associates
$20,000 to study whether the malls qualify to
become either a tax increment financing or a
special business district. Other options are also
explored after a Dec. 11 report shows that
Arlington Heights loses about $642,437 in annual
sales tax revenue because Southpoint and Town &
Country lack modern features, face serious
competition from a Rand Road TIF district in
Palatine and upcoming Randhurst renovations, such
as a new Costco.
Arlington Trustees Vote Pre-approval for Tax Break
for Nissan Dealership

to keep one-third of sales tax revenue on sales for
10 years, or until amount totals $1,580,000. The
planned relocation from Buffalo Grove to the
northwest corner of Kennicott and Dundee awaits
final approval, which is expected at the village
board meeting January 5. The first incentive in
Arlington Heights history to lure an auto
dealership could still reap $5.3 million in new tax
revenue during the 10 years.
Pedestrian Underpass from Scarsdale to North
Side of Tracks to be Saved
DEC 18 2003 -- The Union Pacific Railroad
informed village officials last fall that the
Scarsdale underpass at Northwest Highway was
failing, and would be closed by early 2004.
Arlington Heights trustees voted 8-1 for an $85,000
contract to TranSystems
Corp.
for design engineering services for renovation.
Construction costs estimated at $450,000.
Trustee Bert Rosenberg voted "no."
Committee Exploring Residential
Tear-downs
DEC 11 2003 -- Arlington Heights at 124 tear-down
permits, up from 80 in 2002. Ordinance Review
Committee includes members of Design and Housing
commissions discussing pros and cons of ordinances
regarding design, historical preservation,
affordable housing and tree preservation. Ordinance
written in September updates formulas for limiting
the percentage a house and surfaces can cover on a
lot, and also requires plans to replace the razed
structure. Debate over expanding ordinances to
include design criteria discusses the balance of
design element requirements and subjectivity. The
committee ordered an inventory of historical homes
in Arlington Heights and a tree survey. Mature oak,
hickory and elm trees favored for beauty and
longevity.
Arlington Heights Police Chief to Retire
DEC 10 2003 -- Rodney Kath will retire on
May 28, 2004 after exactly 24 years of service as
fifth police chief of Arlington Heights.
Metropolis Changes Lineup
DEC 06 2003 -- The Metropolis
Performing Arts Centre's financial trouble and
uncertain future are related to cancellations of
two shows for the 2003-04 performance schedule:
American Ballet Theatre Studio Company's
performances on Jan. 30 and 31, and a production of
Arthur Miller's "The Crucible" Feb. 12 through
March 21. For information about ticket refunds or
exchanges, call the Metropolis box office at (847)
577-2121. Village trustees are considering
purchasing the Metropolis and a decision is
expected between January and early March
2004.

DEC 06 2003 -- The 379th Chemical Company
leaves the Army Reserve Center, 1515 W. Central
Road in Arlington Heights for an 18-month tour of
duty in Afghanistan or Iraq, Normal headquarters
for the 379th undergoing renovation is 7500 S.
Pulaski Road in Chicago.

Iraq War Protest on Lake Shore Drive to Be Shown
in Film at Library
DEC 05 2003 -- Protesters shut down Lake Shore
Drive on the eve of Gulf War II. A documentary,
"Where We Stood," will be shown Dec. 11 at the
Arlington Heights Memorial Library. Proceeds from
the 7 p.m. screening will benefit the
National
Lawyers Guild,
which represented those arrested during the
protest, and Peace
Pledge Chicago,
an activist organization opposed to U.S. militarism
and occupation of Iraq. Arlington Heights spokesman
and attorney Jeff Frank helped many of those
arrested on and after March 20, 2003.
Village Board approves tax increases
DEC 04 2003 -- Vote on home rule sales tax for .25
percent increase to 8.5 percent. Joe Farwell cast
the only no vote. Vehicle fees to climb $5 and
motorcycles $2. Dog license fees to rise by $2.
Monthly parking fees to rise by $5, and daily
parking fees to rise by 25 cents. Other fees and
fine increases approved Monday include business
licenses, liquor licenses and building permits. A
1.72 percent property tax levy increase also
approved. Trustees Mark Toljanic, Bert Rosenberg
and Helen Jensen voted against the levy
increase.
Northwest Community Hospital Opens Busse Center
for Specialty Medicine
NOV 23 2003 -- The state-of-art diagnostic center
takes up the first two floors of a new eight-story
building. Medical specialists rent offices on the
upper floors. Services in the building include a
new laboratory, Radiology and Gastroenterology, the
Comprehensive Breast Center, a Magnetic Resonance
Imaging Department, and a Cardiac diagnostic and
ultrasound services.
Futabaki Asked to Stay at Rand Junior High
Building; NSSEO Doesn't Need it
NOV 23 2003 -- Three months after notifying
Futabakai School that its lease would be terminated
early, Arlington Heights District 25 officials have
contacted Futabaki to ask it to renew the lease. A
lease agreement between the NSSEO (Northwest
Suburban Special Education Organization) and
District 25 was to be finalized Sept. 25, but NSSEO
requested a month to examine the potential impact
of changes to Maryville Academy in Des Plaines
after DCFS (Department of Children and Family
Services) announced plans to remove all
elementary-age students from Maryville.
Arlington Village Board hears public concerns
over buying Metropolis
NOV 20 2003 -- Village hall packed Wednesday night
to discuss whether the Metropolis Performing Arts
Centre should be purchased by the Village of
Arlington Heights, after its owner has possible
sale.
TIFF's Considered for Town & Country Mall
and Southpoint
NOV 06 2003 -- Town and Country Mall and Southpoint
Shopping centers near the intersections of
Arlington Heights Road, Palatine Road and Rand Road
are being considered for TIFF districts

Metropolis up for sale?
OCT 18 2003 -- Village officials and trustees
are questioning the cost and benefit of spending
$2.75 million to acquire Metropolis' auditorium,
lobby and second-floor offices and classrooms. A
possible publicly-owned performing arts center is
the subject of much debate among theater supporters
and scrutinizing taxpayers.
OCT 06 2003 -- Northeast corner of Arlington
Heights Road and Palatine Road could be new site
for CVS
Pharmacy.
Ohio-based developer, The Zaremba
Group,
will join CVS' plans for development.
